Kenya's President William Ruto called the treaty “the first domino” in a shift away from plastic pollution. The U.N. Intergovernmental Negotiating Committee on Plastic Pollution is charged with developing the first international, legally binding treaty on plastic pollution on land and at sea. Kenya is a global leader in fighting plastic pollution, and in 2017, the country banned the manufacture, sale and use of single-use plastic bags. Nonetheless, he said, it is evident that negotiations have moved beyond plastic waste and into addressing plastic production and toxic chemicals used to make plastic. “The focus is on ending plastic pollution, not plastic production," he said.

June 2 (Reuters) - After a rocky start to a week of negotiations, around 170 countries agreed to develop a first draft by November of what could become the first global treaty to curb plastic pollution by the end of next year. The "zero draft" text would reflect options from the wide-ranging positions of different countries by the start of the next round of talks to be held in Nairobi, Kenya, in November. You have done so by providing us collectively with a mandate for a zero draft and intersessional work," said Jyoti Mathur-Filipp, executive secretary of the Intergovernmental Negotiating Committee (INC) on Plastic Pollution at the closing plenary. Environment Programme (UNEP), which is hosting the talks, released a blueprint for reducing plastic waste by 80% by 2040. The report, issued earlier this month, outlined three key areas of action: reuse, recycling and reorientation of plastic packaging to alternative materials. This week, dozens of countries were listing public health as one of their priority concerns in limiting plastics production and waste. The UNEP report also identified 13,000 chemicals associated with plastic production, more than 3,000 of which were considered hazardous. Greenpeace, meanwhile, issued a report collecting findings from scientific research papers that suggest plastic recycling processes can release many of these chemicals including benzene into the environment.
The High Ambition Coalition of over 40 countries, including EU members, Switzerland, host Uruguay and Ghana, wants the treaty to be based on mandatory global measures, including curbs on production. That approach contrasts with the country-driven pledges advocated by countries including the United States and Saudi Arabia. Critics say such an approach would weaken a global treaty. Industry representatives at the talks touted the essential role of plastics in daily life, calling for the treaty to focus tackling waste rather than measures to sap production. Environmental group Greenpeace said that without a strong treaty, plastic production could double within the next 10 to 15 years, and triple by 2050.
